Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The succession of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are issued from multiple capitals. Immense energy is expended on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a capacity provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons roared overhead – modern combat jets delivered to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons engaged: several firings fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every launch shakes the surroundings, causing tremors. The moment of terror quickly transforms into sober acceptance: perhaps the incoming missile won't hit its mark this time, sparing the city from ruin and another blackout.
Ongoing Risks
Following this, a heavy machine gun opened up on a aerial vehicle close by, part of a rapid response unit – most likely imported technology. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.
Periodically, this continued until dawn. Kyiv awoke to the early updates: several casualties, damage and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still went about their day – living the war. But those 24 hours encapsulated Ukraine's critical military reliance on external assistance – a need that regional partners are demonstrably unable to fill in the immediate future.
Ineffective Peace Efforts
The detailed framework from US administration provoked deep reactions, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new approach from American administration follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This pattern will, undoubtedly, continue.
Political Considerations
It is tempting to accuse specific actors of consistently pushing Russian terms. But that does not seem to be the complete picture. American leadership functions according to a premise understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unrealistic to compel Moscow to relinquish the land that it already controls in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not shift further in its advantage in the coming year.
Divergent Views
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the result.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a total frontline collapse until conditions improve in its advantage.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: personal goals to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are driving the talks.
Assessment and Future
It took a mere seven days to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.
While new plans based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, primarily depend on sustained allied backing.
